Goal 10.7 of the Sustainable Development Goals (SDGs) calls for facilitating orderly, safe, and responsible migration and mobility of people, including through implementation of planned and well- managed migration policies. The objective of this document is to provide guidelines that may assist those aiming to produce the statistics needed to calculate SDG 10.7.1 indicator, “Recruitment cost borne by employee as a proportion of monthly income earned in country of destination.”

This publication outlines and explains a framework for measuring the implementation and efficiency of migration-related governance around the world. Financed by the IOM, the project itself was completed by the Economist Intelligence Unit between 2015 and 2016. Remittances: How reliable are the data?
The paper briefly discusses issues related to estimations of aggregate volumes of remittances, bilateral remittances and remittance transfer costs. The authors argue that methodologies commonly used introduce a number of biases or suffer from limitations that confirm how problematic it is to generate accurate "evidence" on remittances.
